The Position

The role of the Social Protection Adviser is to input into strategic program development and drive program quality across Save the Children Vanuatu’s emerging cash and voucher assistance (CVA) and social protection portfolio.


The Social Protection Adviser will work closely with the extended SMT in country and counterparts within the Save the Children movement across the region and globally to ensure the development and delivery of a high-quality programs. A priority for the Social Protection Adviser will be to advocate and work collaboratively with the Government of Vanuatu and other relevant regional and in-country stakeholders to advocate for and provide technical assistance to develop and pilot a shock responsive social protection system, that will enable the Government to provide cash assistance directly to households impacted by a disaster.


Through this role Save the Children Vanuatu aims to support a step up in CVA and social protection programming, which is a critical component of the country 2022-2024 strategy. By doing this we aim to ensure that all children are able to fulfil their rights of health, education, and protection and that they are better prepared for and protected from the adverse effects of disasters and climate change. make children safer and more able to adapt to the impacts of climate change in their communities as a cornerstone of their ability to fulfil their rights.


In the event of a major humanitarian emergency, the role holder will be expected to work outside their normal role profile and be able to vary working hours accordingly.


Essential Selection Criteria

► Significant direct experience of implementing social protection or CVA programs for an international organisations

► Strong analytical skills and the ability to synthesise and process information on development and humanitarian issues

► Demonstrated time management, administrative, and organisational skills

► Excellent representational, advocacy and diplomatic skills to operate effectively within Save the Children and externally

► Highly developed communication skills, written and verbal, and the ability to present information clearly and effectively to a wide range of internal and external audiences, including report writing skills

► Experience in integrating CVA into ongoing developmental programs, strategies, and policies

► Successful experience in developing relationships with donors and technical partners

► A willingness to travel approximately 20% of work time as and when required


Desirable Selection Criteria

► Working understanding of social protection mechanisms and linkages with CVA programming

► Experience in child-centred approaches to CVA and social protection

► Experience in developing and implementing advocacy strategies

► Experience working in the Pacific

► Knowledge of Bislama and/or French
