The Organisation
The New Zealand High Commission in Vanuatu is part of the New Zealand Ministry of Foreign Affairs and Trade (the Ministry). The Ministry acts in the world to make New Zealanders safer and more prosperous. We do this by building connections with and influencing other countries to advance New Zealand’s interests and project New Zealand values. We provide advice to the Government of New Zealand on the implications for New Zealand of what is happening in the world. The High Commission is part of the Ministry’s Pacific and Development Group (PDG).
The Position
The objective and purpose of this consultancy is to support economic development in Vanuatu through targeted reforms implemented by the Ministry of Finance and Economic Management (MFEM). The Secretariat Adviser will also support the development partner members of the Joint Policy Reform Group (JPRG), including the Asian Development Bank (ADB), the Australian Department of Foreign Affairs and Trade (DFAT), and the New Zealand Ministry of Foreign Affairs and Trade (MFAT).
The consultancy will require liaising with MFEM and other relevant Vanuatu Government agencies to coordinate the work of the JPRG, helping support implementation of policy reforms within the Joint Policy Reform Matrix (JPRM), and to develop further iterations of the JPRM.
The Secretariat Adviser will be responsible for supporting the work of the JPRG alongside other Secretariat members. As a distinct contribution to the work of the Secretariat, the Adviser will be required to provide regular macro and fiscal economic updates to the JPRG, taking into account the differences in economic forecasting across the IMF, ADB, and the Vanuatu Government
Essential Selection Criteria
► Strong experience working on economic policy and/or public finance management
► Experience working with or for Pacific Governments
► Excellent relationship management skills
► Strong economic and public finance analytical skills
► Relevant tertiary qualification in fields such as economics, public policy, accounting, or law.
