The Organisation

The Pacific Fusion Centre (PFC) was established in 2018 to support Pacific Islands Forum (PIF) leaders in delivering security priorities under the 2018 Boe Declaration on Regional Security.

The PFC produces open-source strategic assessments, enhances information sharing, and builds analytical capacity for Pacific security stakeholders. Operating from Port Vila, Vanuatu, the PFC aims to be a regional centre of excellence in strategic security assessments, capacity building, and information sharing.

The Position

The Centre seeks a Research Analyst to contribute to the Centre’s suite of assessments produced for PIF beneficiaries. The Research Analyst will play a key role in producing strategic assessments, supporting security research, and contributing to PFC’s mission of strengthening analytical capability in the Pacific. The position reports to the Technical Adviser and works closely with the Assistant Director.


This role is well-suited to a mid-career professional looking to continue expanding their expertise in regional security issues. Ideal candidates should have experience in:

  • Academia, think tanks, government, NGOs, or policy organisations.

Research analysts should have a strong background in security, international relations, law enforcement or in an associated area under the Boe Declaration’s expanded concept of security, including (but not limited to): cultural security, climate change, transnational and organised crime, economics, cyber-security, the rule of law, or traditional knowledge systems.

This is a 6-month secondment, the term cannot be extended.

Essential Selection Criteria

► Applicants must be currently employed by a PIF Member government agency and have the support of their agency to apply.

► An advanced degree (Honours or higher preferred), or an undergraduate degree with a minimum of five years of relevant work experience.

► Minimum five years’ relevant work experience, with a background in government, academia, think tanks, NGOs, or policy organisations highly desirable.

► Understanding of the expanded concept of security under the Boe Declaration.

► Awareness of Pacific regional security issues, political landscape, and policy priorities.

► Strong critical thinking and analytical skills to assess information from diverse sources.

► Demonstrated ability to conduct research and develop strategic assessments.

► Strong written and verbal English communication skills.

► Ability to deliver clear and engaging briefings on research findings.

► Ability to work collaboratively in a diverse team environment.

► Initiative, integrity, and personal accountability in research and workplace conduct.

► Professional resilience and adaptability in a dynamic cultural and analytical environment.

► Proficiency in Microsoft Suite (Word, Excel, PowerPoint) to support research and presentation work.

► Willingness to travel within the region, as required.

► Strong data and information management skills with high attention to detail.
