The Organisation
The Telecommunications Radiocommunications and Broadcasting Regulator (TRBR) is an autonomous statutory body independent of the government, mandated by the Telecommunications, Radiocommunications, and Broadcasting Regulations Act 30 of 2009 (as amended). TRBR plays a pivotal role in regulating telecommunications, radiocommunications, and broadcasting services in Vanuatu. Reporting directly to the Minister responsible for telecommunications and broadcasting, the Regulator offers guidance on policy, regulations, and related matters.
The Position
The Regulatory Enforcement Officer is part of the Technical and UAP Team and will work cooperatively and effectively across other TRBR Teams, and with the Legal Officer, Corporate team, UAP, Technical and Market Competition as well as with other ICT, Telecommunications and Radiocommunications specialists and TRBR’s external stakeholders. The Officer must also work cooperatively with the Regulator and any consultants TRBR engages.
The Regulatory Enforcement Officer will be responsible to take the leading role in enforcement of license and legislative provisions, provide legal support and advice on the consumer issues, including disputes and dispute resolution in the Northern Region.
Essential Selection Criteria
► Degree in Telecommunications, and 3 or more years of relevant Telecoms and or ICT experience; or an equivalent qualifications with sound understanding of Telecommunications Technologies or equivalent and how they relate to and use by consumers in Vanuatu
► Demonstrated knowledge and understanding of telecommunications issues in the Pacific - and ideally Vanuatu.
► Strong demonstrative experience, knowledge, and skills on consumer protection, enforcement, and compliance perspective.
► A sound demonstrable understanding of telecommunications regulatory and competition law principles.
► A sound demonstrable knowledge and experience in advisory role.
► Sound project coordination and management skills
► Proven ability to lead communication and PR programs.
► Some Legal & Enforcement background experience
► Experience in commercial roles and an understanding of the marketing and communications instruments.
► Excellent written and oral communication skills in English. French and Bislama highly desirable
► Sound computing competence in Word, Excel, PowerPoint, and MS Project
► Some knowledge in financial management
► Can work under minimal supervision
