The Organisation

The goal of the Vanuatu Health Program (VHP) is to support the Ministry of Health (MoH) achieve the health objectives of the NSDP and its commitment to the delivery of health services demanded at national, provincial and local levels for a healthy, secure and productive population. The end of program outcomes (EOPOs) are:

(a) Ministry of Health (MoH) senior staff lead continuous improvement and strengthened accountability of the Vanuatu health sector; and

(b) MoH corporate services, public health and clinic services staff increase delivery of equitable, accessible, and better-quality essential health services.

The Position

The purpose of the role is to apply the internal controls of MoH financial management systems and to protect Australian funding from fiduciary risk, with a particular focus on funding associated with humanitarian relief and recovery efforts at the provincial level.

12 month initial contract with the Vanuatu Health Program with the possibility of extension.

Essential Selection Criteria

► Appropriate Pacific-level qualifications in Accounting and managing funds through Government of Vanuatu systems

► A tertiary degree in financial management and/or accounting is desirable but relevant experience will be taken into account.

► 5-10 years’ experience in accounting, preferably in government.

► Proven management, organisational and communication skills.

► Strong spoken and written English and Bislama skills.

Desirable Selection Criteria

► Strong financial management and reporting skills with specific knowledge of financial management practices within the Vanuatu Government.

► Experience with financial reporting and Vanuatu Government financial management information system (Smart stream) highly desirable.
