The Water Promise Programme
Recent studies highlight that the lack of safe water in Vanuatu presents an immediate health issue to the population. The 2018 Water Sector Analysis Report, produced by the Department of Water Resources (DoWR), UNICEF and the New Zealand Ministry of Foreign Affairs and Trade (MFAT), identifies the poor WASH situation in Vanuatu as a critical issue. A comprehensive study on the problem and root causes was completed recently, along with a baseline of the situation of water, women and disability in Sanma and Torba. The consequences of not having safe and sufficient water in Vanuatu increase rural-urban migration, lack of new opportunities and reduced local economy within the communities, as well as poor health, dignity and well-being, and weak resilience. Two thirds of all households in Vanuatu have unreliable water access, where high variability exacerbates vulnerable situations. Only half the population has access to basic sanitation.
The Water Promise Programme aims to support the Department of Water Resources to deliver its Goal to bring “Water for all by 2030”. It focuses on three sub-Activities: an onboarding process for DoWR to increase new recruits’ hard and soft skills, building an individual’s training tracking tool; a school outreach component working in close consultation with Ministry of Education and Training, developing careers school outreach modules and a network of teachers able to run the modules to secondary students, in particular girls; the establishment of a Vanuatu Engineers Association offering professional development modules and a network promoting industry internships.
The Position
Tasks and Responsibilities:
The following tasks are expected across the role:
- Lead the delivery of the programme activities
- Engage and build relationship with existing and new partners, from Government or NGOs, and donors
- Support programme monitoring, data collection and research activities
- Regular reporting on the status and progress of the programme, including financial reporting
- Support development of additional progress reports (e.g. Annual Progress Report),
as needed
- Be productive, regularly update work plans and ensure a professional attitude at all times
- Any other reasonable duties as assigned by the supervisor
Essential Selection Criteria
► Bachelor, Diploma or Certificate in WASH/Education , Project Management or Engineering - related discipline, and/or equivalent professional experience.
► A minimum of 3 years in similar role(s), preferably WASH/Education or Project Management related.
► Stakeholders management/engagement experience, in particular with Government Departments and NGOs.
► Proactive, energetic and passionate about WASH or engineering services delivery.
► Advocacy experience (particularly WASH-related).
Desirable Selection Criteria
► Proficiency in MS Excel and Word.
► Demonstrated ability to support coordination and management of the successful delivery of projects.
► Demonstrated ability to work under pressure, to manage multiple deadlines, to pay attention to detail ensuring accuracy in outputs, and to follow guidance provided by senior supervisors and managers.
► Fluent in written and spoken Bislama and English – French also regarded.
