The Organisation
With funding from the Global Partnership for Education (GPE), the Vanuatu Ministry of Education and Training (MoET) is implementing the Education Sector Program Implementation Grant (ESPIG) from April 2021 – December 2023. ESPIG supports key priorities within the Vanuatu Education and Training Sector Strategic Plan (VETSS 2020-2030), including improving access to early grade reading books, improving inclusive education, and strengthening pre-service teacher training. Save the Children is the GPE Grant Agent in Vanuatu, and provides fiduciary, operational, and technical support for all ESPIG activities through an embedded Program Support Unit (PSU) and seconded Technical Advisors within the MoET.
The Position
The GPE Program Manager is responsible for the day-to-day planning, management, and coordination of the ESPIG program, as well as any future GPE grants received by MoET. The Program Manager is accountable to the MoET Senior Management Team, with dual reporting to Save the Children.
The initial contract will be for 12 months.
Essential Selection Criteria
► A degree graduate preferably in project management, business administration, education or related field.
► Minimum 3 years experience in project management skills of complex and multiple projects in the government or private sector.
► Familiarity with Vanuatu Government systems (finance, budgeting and planning cycle, procurement).
► Excellent report writing skills.
► The ability to effectively coordinate resources and drive outcomes
► Strong familiarity with the education policy environment and the implementation of polices at the provincial and school levels.
► Past experience working for an international donor.
► Experience in managing GPE grants with national department of education is highly desirable.
► Ability to produce timely and high-quality written work and meet tight deadlines in high pressure environment.
► Fluency in Bislama and English. Knowledge of French is desirable.
