Palladium is the Managing Contractor for the Vanuatu Australia Policing and Justice Program (VAPJP), which is a long-standing and integral part of Australia’s support to Vanuatu, delivering policing and justice sector support.
The Program is supporting the Government of Vanuatu (GoV) to respond to challenges to the maintenance of security and the rule of law; and building longer-term capability to provide the justice, community and policing services needed by communities.
VAPJP entered its second 4-year phase (2021-2024) in January 2021.
The Position
The Program Facilitator will support implementation of day-to-day activities and operations of the Program with a key focus on provincial scale up in line with the sector’s priorities. S/he will manage and support a cohort of long and short-term advisers in the justice stream, support the Program Coordinator (PC) (Justice) with stakeholder partnership liaison, prioritising provincial partners, and support monitoring and reporting on the overall performance of the Program, led by the PC (Justice).
The Program Facilitator will assume responsibility for VAPJP’s grants portfolio and examine opportunities to expand small and medium size grants capability across the Community Service Organisation (CSO) landscape, to help advance progress towards End of Program Outcomes (EOPOs).
The Program Facilitator also supports oversight of the VAPJP Monitoring, Evaluation and Learning (MEL) function.
Essential Selection Criteria
► Advanced tertiary qualifications in law, justice, education, social work or a related discipline.
► Extensive experience in strategic justice policy, planning and implementation
► Demonstrated experience managing multi-disciplinary teams to deliver justice sector programs in rights-based justice programming or similar.
► Strong understanding of the Vanuatu justice context or a comparable Melanesian context, including provincial engagement strategies, policy and development issues and the ability to translate these into VAPJP programming.
► Demonstrated ability to build productive and sustainable working partnerships with a variety of stakeholders (donors, Australian and/or partner government, civil society and the private sector) across cultures.
Desirable Selection Criteria
► Successful change management and problem-solving skills and the capacity to resolve conflict.
► Demonstrated skills in effective culturally adapted capacity building.
► Experience in supporting flexible and adaptive approaches to program delivery.
► Champion of gender equality, disability inclusion, anti-corruption and child protection, with experience leading a culture not only of compliance, but also demonstrating strong understanding of their centrality to rights-based approaches.
