The Organisation
The Vanuatu Roads for Development Program Phase 2 (R4D2) is funded by the Australian Department of Foreign Affairs and Trade (DFAT) to support the Public Works Department (PWD) under the Ministry of Infrastructure and Public Utilities (MIPU). R4D2 commenced in June 2019 and will run to the end of June 2024, Adam Smith International (ASI) is the managing contractor for this program.
The Position
The responsibility of the Procurement Officer is to work closely with the R4D2 advisers and provide technical assistance and support to the R4D2 funded road activities within PWD. This will include, but not limited to:
- Preparation of Requests for Quotes (RFQ) and Requests for Tenders (RFT)
- Preparation and Participation in Tenders evaluations.
- Monitoring compliance with PWD procurement procedures.
- Maintenance of registers and monitoring processes.
- Specific procurement and logistics to support the program as required.
- Any other activities, as directed by the Contracts Procurement Adviser, Senior Engineering Adviser and Team Leader
Essential Selection Criteria
► A Bachelor in the area of Business Management and Finance.
► A minimum 3 years' experience within finance and management.
► Relevant training and/or experience for procurement management and support roles
► Experience working with public sector agencies in the Pacific or similar
► Vanuatu citizen
Desirable Selection Criteria
► Understanding of and commitment to Australian aid safeguard issues, specifically child protection, gender mainstreaming, and disability inclusion
► Good communication, time management and organizational skills
► Ability to work effectively as an individual and team member
► Must have experience in Excel.
