The Organisation

The Vanuatu Australia Policing and Justice Program (VAPJP) is a long-standing and integral part of Australia’s support to Vanuatu, delivering policing and justice sector support.


The Program is supporting the Government of Vanuatu (GoV) to respond to challenges to the maintenance of security and the rule of law; and building longer-term capability to provide the justice, community and policing services needed by communities.


VAPJP entered its second 4-year phase (2021-2024) in January 2021.


The Position

The MEL Coordinator will be responsible to support the policing and justice sector (including the MJCS M&E Officer, the M&E Network and the VPF M&E focal point) to co-develop and implement MEL processes to progress, monitor, evaluate, learn, and report on GoV strategies and polices and updating where necessary to improve the use of MEL tools with the aim of improving reporting quality within agencies.


The MEL Coordinator also supports internal program reporting and analysis of progress against Intermediate and End of Program Outcomes, working within a multi-disciplinary team across Policing, Justice and Community Components.


Essential Selection Criteria

► Demonstrated ability to work with diverse organisations (or different parts of organisations) and community groups.

► Demonstrated ability to work effectively and respectfully with people at all levels of an organisation or team, maximising cooperation and contributing in team environments to achieve collective goals.

► Commitment to build professional development in MEL and to seize learning opportunities as they present Willingness to work in a multi-disciplinary team

► High-level oral, written and communication skills at all levels in English and Bislama (French Desirable), with a demonstrated ability to work closely and liaise with stakeholders

► Demonstrated commitment to support gender equality, disability and social inclusion in all aspects of programming


Desirable Selection Criteria

► Qualifications (diploma level) in monitoring and evaluation, development, or a related discipline is desired but not essential, and/or equivalent experience in GoV, development or private experience (also desired).

► Interest in MEL and data management as it relates to aid programming and development issues

► Commitment to build professional development in MEL and to seize learning opportunities as they present

► Willingness to work in a multi-disciplinary team
