The Organisation
R4D2 Roads for Development Phase 2 (R4D2) program is an A$12 million, three-year road development program funded by the Australian Government in Vanuatu. Its long-term objective is that “People in Vanuatu benefit from a well-maintained, affordable and integrated road network.” Contributing to this long-term goal is the End of Program Outcome: “The Ministry of Infrastructure and Public Utilities / Public Works Department (MIPU/PWD) positively influence road funding outcomes and uses enhanced institutional capacity to manage the road network of Vanuatu more efficiently and effectively.”
The Position
The responsibilities of the Financial Management Officer will include the day to day financial requirements of R4D2 and the management of R4D2 Direct Funding Arrangement.

Contract: Long Term 14 months (01 May 2021 - 30 June 2022)
Essential Selection Criteria
► Relevant qualifications for financial management, ideally with a focus on transport infrastructure or roads
► Demonstrated experience in managing financial systems (i.e. SmartStream) that are compliant with DFAT and GoV requirements, strong familiarity with DFAT and GoV financial reporting requirements and Public Financial Management Systems
► Demonstrated experience supporting financial management on infrastructure/roads programs and government financial systems, with at least 5 years’ experience undertaking these projects, ideally in the Pacific or similar settings
► Proven successful experience working within public sector agencies in the Pacific or similar settings
► Understanding of and commitment to Australian aid safeguard issues, specifically child protection, gender mainstreaming and disability inclusion
► Detailed understanding of safety and environmental protections on roads programs
► Excellent stakeholder engagement, communication, and relationship management skills
