The Position

Reporting to the Department of Local Authorities and the Project Management Unit (PMU) of VCCRP located at the DOCC, the Decentralization Technical Lead leads day-to-day implementation of project components of the VCCRP relating to strengthening sub-national governance processes and decentralization. This position will build the capacity of sub-national authorities to be resilient to disasters and the effects of climate change.


Essential Selection Criteria

► 4 – 8 years’ experience in a Technical Advisor/Technical Program Manager role involving/related to decentralization or similar

► BSc/BA level related to Community Development, Governance, Planning, Public Policy or other relevant studies

► Experience in working with Government of Vanuatu and MoIA on climate adaptation projects with sub-national governance outputs

► Highly organised and able to plan well, able to work under tight deadlines and achieve project targets in a timely manner

► Effective remote team management in rural and remote locations and ability to travel and work in remote locations


Desirable Selection Criteria

► Masters or higher degree related to Community Development, Governance, Planning, Public Policy or other relevant studies

► Experience in coordination and implementation of a multi-sectoral, multi-stakeholder, multi-location projects in rural and remote contexts

► Experience in working with Area Council and provincial partners in Vanuatu relating to planning, budgeting, and monitoring and evaluation

► Knowledge of climate change and disaster risk reduction
