The Organisation
The Telecommunications Radiocommunications and Broadcasting Regulator (TRBR) is an autonomous statutory body independent of the government, mandated by the Telecommunications, Radiocommunications, and Broadcasting Regulations Act 30 of 2009 (as amended). TRBR plays a pivotal role in regulating telecommunications, radiocommunications, and broadcasting services in Vanuatu. Reporting directly to the Minister responsible for telecommunications and broadcasting, the Regulator offers guidance on policy, regulations, and related matters.
The Position
The Corporate Manager is tasked with overseeing and executing all administrative, financial, and human resource responsibilities. The Corporate Manager will operate under the guidance of and report to the Regulator, overseeing the TRBR Corporate Unit and collaborating closely with the TRBR Management Team.
A pivotal aspect of the Corporate Manager's role is to lead and coordinate TRBR's financial administration, encompassing the Operational Budget and donor funds, in alignment with the organization's commitment to market sustainability, fair competition, and the protection of consumer interests and rights.
Essential Selection Criteria
► A degree in Public Administration, Finance, or Human Resources Management, with a preference for a master’s in business administration.
► At least 5 years of corporate management experience, ideally within the telecommunications sector.
► Fluency in English, Bislama, and French will be advantageous.
► Proven background and experience in Public Administration, Finance, and Human Resources Management.
► Sound understanding of ICT/telecommunications technologies and related consumer issues, particularly in the context of Vanuatu.
► Demonstrated high-level management experience, including strong administration, financial, project coordination, and people management skills.
► Excellent written and oral communication skills in English, with proficiency in French and Bislama highly desirable.
► High-level proficiency in financial applications, Word, Excel, PowerPoint, and Project.
