The Organisation
R4D2 Roads for Development Phase 2 (R4D2) program is an A$12 million, three-year road development program funded by the Australian Government in Vanuatu. Its long-term objective is that “People in Vanuatu benefit from a well-maintained, affordable and integrated road network.” Contributing to this long-term goal is the End of Program Outcome: “The Ministry of Infrastructure and Public Utilities / Public Works Department (MIPU/PWD) positively influence road funding outcomes and uses enhanced institutional capacity to manage the road network of Vanuatu more efficiently and effectively.”
The Position
The short-term Communications Adviser will provide technical advice to the Public Works Department (PWD) in Vanuatu and The Roads for Development Phase 2 (R4D2) Team. The adviser will support the capacity building and knowledge management, particularly in the development of a strategic communications plan, development of information-education-communication (IEC) materials for different target groups, including design, graphics, layout and publication of IEC material and the use of social media to promote the work of PWD.
The adviser will work with R4D2 Team to promote the program’s message and to present the achievements of Australian Government partnership with Ni-van Government in relation to PWD support.
Essential Selection Criteria
► A Bachelor’s degree in Communications/Public Relations/Marketing or similar related field
► Proven track record in strategic communications planning, advertising, message and IEC development
► Good knowledge of the Pacific context, in particular infrastructure sector and management issues related to public awareness, knowledge, and understanding of stakeholders, as an advantage
► Proficiency in MS Office (Word, Excel and PowerPoint), web-applications and social networking tools
► Strong interpersonal and organisational skills
Desirable Selection Criteria
► Ability to work with a team in a multi-cultural environment
► Excellent command of English both written and oral
