The Organisation
The Vanuatu Skills Partnership aims to develop new approaches for a national skills system that better links skills training to economic outcomes within a quality assured framework. It has a dual focus on supporting the development of ni-Vanuatu entrepreneurship and the growth of the local private sector, as well as creating pathways for further formal training and employment opportunities. Provincial Skills Centres, now incorporated into the structure of the Ministry of Education and Training, have been established by the Partnership to facilitate access to a range of demand-driven skills training and business development support. Through the financing mechanism of the ‘Skills Development Fund’, the Skills Centres contract registered local training providers and industry coaches to deliver a range of integrated skill development services according to identified productive sector and industry priorities. The Partnership proactively promotes and mainstreams the participation of marginalised groups, specifically those disadvantaged by gender and disability. The Partnership operates as a coalition for change within a complex local political environment. It is locally-led and works sensitively, flexibly and responsively ‘within the grain of local custom and culture’ to catalyse development in line with the objectives of the ‘National Sustainable Development Plan 2016-2030’.
The Position
Under the overall guidance of the Partnership Deputy Director and the Provincial Service Delivery Manager, the Skills Centre Manager will manage the operations of the provincial Skills Centre in close collaboration with the Provincial Government, the PGTB and Partnership’s National Sector Coordinators/Officers. The Manager will ensure that the Centre facilitates the delivery of high quality skills development services to support inclusive economic growth across the priority sectors of Tourism, Handicraft and Agribusiness, in a partnership-based approach. There are two positions. One will be based in Lenakel, Tanna with regular travel to other provinces. The other will be based in Sola, Torba with regular travel to other provinces.
Essential Selection Criteria
► Tertiary qualification in a relevant field.
► Proven experience in the education and training sector and/or organisational management in Vanuatu.
► Excellent communication skills, both written and oral, in English and/or French, with an ability to use English effectively in the work-place.
► Excellent leadership and people-management skills, including the ablity to create a positive team-based environment in the workplace and to encourage continuous improvement.
► Strong financial management and reporting skills.
Desirable Selection Criteria
► Proven relational skills with an ability to work collaboratively and strategically with a range of skills sector stakeholders, including representatives from Government, training-related agencies, the private and productive sectors, NGOs, and aid donors.
► Ability to manage responsively and simultaneously multiple tasks in a challenging work environment.
► Highly competent in the use of MS Word, MS Excel, MS Powerpoint and the Internet.
