The Organisation
The Global Partnership for Education Accelerated Fund program in Vanuatu is a newly implemented program by the Ministry of Education and Training in partnership with Save the Children that aims to support education recovery in Vanuatu following the dual crises of TC Harold and COVID19.
The Position
The partnership is seeking expressions of interest from one finance specialist and one procurement specialist to provide technical oversight and upskilling of the Program Management Unit in its delivery of the GPE program. This is a call for EOIs for skilled procurement and/or finance specialists to support the mobilisation and implementation of the program.
Essential Selection Criteria
► 10 years experience in a Government, SME or Corporate environment, of which 5 years are at a senior level within the finance and/or procurement departments
► Familiarity with Government of Vanuatu financial and procurement systems, policies and guidelines
► Proven understanding of multiple donor requirements and award management processes
► Strong analytical skills – the ability to analyse complex financial data and design and produce effective management information

Desirable Selection Criteria
► Experience upskilling finance and procurement staff
► Demonstrated understanding of budgeting, business and financial planning including strategic budgeting and forecasting
► Proven experience of development and implementation of financial systems and internal control procedures.
► Experience of Vanuatu and fluency in English and/or French and Bislama
